United Way's Universities and Colleges Division
The Universities and Colleges Division includes University of Manitoba, University of Winnipeg, College universitaire de Saint-Boniface, Red River College, Canadian Mennonite University and other small colleges.

Prior to his position as Vice President, Finance and Administration at the University of Winnipeg, Bill Balan was Regional Executive Director for Canadian Heritage, Prairie and Northern Region.

An experienced project manager and career public servant, Bill served as the lead federal representative for the Pan Am Games in Winnipeg. He also helped formulate and manage the Winnipeg Development Agreement and Urban Aboriginal Strategy for the federal government.

Recently, he served as the National Federal Negotiator for groups making claims of historical redress, and has been an advisor to the Ukrainian parliament and government. He played a key role in advancing official languages and employment equity across three levels of government. He was also National Chair of Canadian Heritage's Information Technology Management System.

Bill's board and community involvement includes Treasurer and Director of St. Andrew’s College at the University of Manitoba, Tourism Winnipeg, Chinatown Redevelopment, and Partners in the Park.
